Remote Voting:
From Advocacy Committee Chair Steven Mendelsohn:

Mike Nunez representing CCB in our San Mateo County remote voting case writes as follows:

"The Secretary of State has completed its certification testing of both the Democracy Live and Five Cedars remote accessible vote-by-mail ("RAVBM") systems. The Secretary has published two staff reports concerning its review of each of the two systems. The reports conclude that both the Democracy Live and Five Cedars RAVBM systems comply with all California and federal legal requirements, which amounts to a staff recommendation that the Secretary certify the systems.

The Secretary's Office has set a public hearing for public comments concerning both of these systems. The hearing is scheduled for 9 am on September 27 at the following address: 1500 11th Street, 1st Floor Auditorium, Sacramento. There is no specific end time for the hearing. The hearing is the last step before the Secretary decides whether to certify the two RAVBM systems. The Secretary's Office informed us that the Secretary can issue a certification decision concerning both RAVBM systems as early as Friday September 29. Given the staff reports positive findings for both systems, we are cautiously optimistic that the Secretary will certify both systems for use in California."

We need to show support for these all-important vote-by-mail systems. If you can attend this hearing, please contact Jeff Thom at 916-995-3967 or by email: jsthom@comcast.net.

Constitutional Update

The Constitution and Bylaws committee has been hard at work. We have identified 6 separate areas of CCB that need to be addressed in the new bylaws.

We have drafted a report that is to long to be included in the connection recordings. The written report and a link to an mp3 audio recording is being distributed to the various CCB lists. your chapter president or their representative should have the audio file and can provide it to you.
If you need it in Braille or large print please call the CCB office at 800-221-6359 and one can be sent to you.

State Legislature Web Site

From Jeff Thom:
At our 2017 CCB convention, we adopted a resolution at which we expressed our concerns for the accessibility of the state Legislature's website and materials.

I would like to pull together a few individuals who have strong technology expertise and who either have some degree of knowledge about the legislative process or prepared to learn more about it. It is my intention that this group begin to look at the problem, so that we can better dialogue with appropriate staff in the months to come. Such dialogue cannot commence until we are well-prepared.

If you are interested in this project and feel that you have the abilities needed to contribute, please e-mail me at jsthom@comcast.net or call me at (916)995-3967.

From The President

Board Meeting:
When: Thursday, August 10 7:00 PM
Call-in number: 712-770-8014
access code: 127353.

The agenda includes the treasurer's report, board assignments, Canes Across California, the 2018 convention activities and more.

Grants Update

Thanks to the "tower Garden" proposal submitted by members of our capital Chapter, we have applied for the Gardens grant for the Sacramento region. We will know the outcome in a few months.

Despite not having official word about our VISTA Grant, Paul has been accepted for a Supervisors Training for VISTA volunteers which he will attend in Phoenix beginning August 14.

We learned Monday July 31 that CCB did not get any of the OIB funds we sought from The Department of Rehabilitation. But as Jeff Thom so eloquently put it, the very fact that we could apply for such a huge grant is a tribute to the CCB and to our CEO Paul Shane.

Paul is hard at work on other grants including one on increasing communications.

Remembrance

From Jerry Kuns:
On Sunday, July 23rd Theresa Postello passed away, the result of a fast acting cancer.

Theresa passed peacefully, surrounded by friends and family in her home, as was her wish. There is no announcement at this time about a memorial service. I am devastated by the loss of her, yet filled with love and memories of my time shared with her.

Theresa accomplished so much and helped so many people in her time here, a quintessential good person who always encouraged and uplifted those around her.

If you have any ideas for honoring or remembering her, please send them to Jennifer Sachs at Lighthouse for the Blind and Visually Impaired in San Francisco.

Canes Across California Blast Off

The dates for CAC are August 15 through Sunday October 15.
No matter how your chapter or affiliate participates, we encourage you to register as an individual for $30. The registration fee profits go to CCB, but anything your chapter or affiliate raises stays with that chapter. Individuals or individual teams can decide whether to send money they raise to CCB or to a local affiliate.

There will be at least two more registration deadlines so that everyone who registers can receive a t-shirt by the time their event occurs. In each timeframe, we pay full price for the first 8 shirts but the rest cost us nothing.
Within minutes of opening registration, we had many board members and some chapter presidents and others sign up.

To make the deadline for this first round, Call Nicole Pacheco at the office 916-441-2100 or 800-221-6359 no later than Tuesday July 25.

The acronym CANES stands for Collaboration Through Advocacy, Networking, Engagement and Service.
Learn more about the event on the next Presidents call on July 25 and by reading Paul Shane's message in the Summer Blind Californian.

Boost Website Accessibility

The website for the manufacturer of our t-shirts is "Boost" and they are willing to make their site more accessible.
We will be using them in the future for various promotional CCB gear and want to create a positive experience for our members.

Currently the site is somewhat inaccessible. If you would be willing to work with Boost in the near term to check their website for accessibility please contact Paul at the office.

Survey Opportunity About Community Mobility

Georgia Tech researchers are studying the experiences of people who have had a vision impairment for at least 5 years and rely on technologies that provide sound output (e.g., GPS, talking watches, VoiceOver on iPhone, sonic canes, crosswalks with sounds) when they are out and about in their communities.
We are most concerned with how easy or difficult it is to hear the sounds from these technologies.

To complete our survey, please go to the following link: http://sgiz.mobi/s3/cece772ce8d3

If you prefer an alternative to the electronic survey or have questions about participating in this research project, please contact Dr. Carrie Bruce at 404-385-6916 or carrie.bruce@gatech.edu

Legislative Update

From Jeff Thom:
We took a huge step forward this week toward elimination of the Guide Dog Board on January 1, 2018. AB1705 is being amended in the Senate Business, Professions and Economic Development Committee to allow the board to be abolished and instead provide that instructors must be employed by guide dog schools certified by the International Guide Dog Federation, which is essentially the case already.

Through the coordinated efforts, the CCB, NFBC, Guide Dogs for the Blind and other advocates and organizations we have made the Legislature understand that the board is no longer necessary and is often counterproductive in terms of consumer protection. We aren't over the goal line yet, with final passage in both houses needed before adjournment in early September and then a signature by the Governor, so we'll let you know when more letters are necessary.

Constitution And Bylaws Committee Update

The C&B committee has been hard at work mapping out the process for updating the CCB constitution. After our membership-wide conference call earlier in June we have decided to focus on calling the new document bylaws which will lay out the overall operation for CCB and then move the procedural items in to separate documents that can be updated by the board. We are now moving forward with the actual writing and hope to start having something to share very soon. Finally, a member of the C&B committee will be contacting every chapter or affiliate soon to make sure everyone is kept up to date as well as to receive any feedback.

Legislative Update

From Jeff Thom:
The opposition to AB1705, which would extend the life of the Guide Dog Board, continues to have enormous impact. After the initial committee reduced from four to two years the time of extension, the Assembly Appropriations Committee reduced that extension to one year, from January 1, 2018 to January 1, 2019. The bill will almost certainly pass the Assembly in the next week or so and we will give you a further update at that time.

Redwood Empire Chapter Event

The Redwood Empire chapter will be holding its April walk-about on Wednesday April 26 from 12 to 3 PM.

For those unfamiliar with the idea of a walk-about, this is an advocacy effort that the Redwood Empire chapter voted to do monthly. We select an intersection that has been giving our members problems for various reasons, be it no audible crosswalks, not enough time for wheelchair users or elderly pedestrians to get across the street, insufficient signage, or brush or other things that keep cars from seeing a waiting blind person.

Our April walk-about is geared toward the intersection of Ylupa and Montgomery.
We will meet on Wednesday April 26 at noon at Village Elementary School, 900 Ylupa Avenue, Santa Rosa.
After walking the route we will have lunch at Lila's Mexican Restaurant, 1299 Ylupa Avenue. It is suggested that those members who use Paratransit to get to and from this walk-about request a 3 o'clock pick-up at Lila's.

Thank You Message From Gene Lozano

I am writing to thank the CCB Awards Committee and the membership for recognizing my 45 years of service to the organization by inducting me into the CCB Hall of Fame.

Additionally, I wish to thank Bernice Kandarian, Jeff Thom, and Donna Pomerantz for their kind comments about my work during the presentation at the recent conference and convention banquet. Their comments generated many memories and emotions about the work we have done together over the years. Without their support, encouragement, and guidance, I may not have achieved some of the accomplishments on behalf of CCB.

I will always cherish this rare honor you have instilled upon me.

Thank you,
Gene Lozano

Convention Transportation Options

The following presents information on transportation options for the 2017 Conference and Convention.

The Burbank Bob Hope Airport is the nearest (18 miles) airfield to the Hilton Woodland Hills/Los Angeles Hotel, the site of the April 6th - 9th Convention.

There are several transportation service options for traveling between the airport and hotel, which are: Shuttle services, taxicabs, Uber, Lyft, and Access Services.

Shuttle service and taxi cabs are located on the pedestrian islands immediately in front of the Burbank Airport terminal, and operate to and from the Airport.

Shuttle service operators are:

The current round-trip Supershuttle price is $52. For those flying into LAX, the current Supershuttle price is $64, although you can save $3 from both airports by making Supershuttle reservations online at supershuttle.com.

Taxicab operators are:

Those who are Uber or Lyft users will need to contact directly both companies to learn about scheduling and fares, but quotes we received from Burbank were Uber $23 and Lyft $25-31.

For those folks traveling to either Los Angeles or Burbank airports, Amtrak or Greyhound for the 2017 CCB Conference and Convention, the following information may be helpful if you are a current ADA qualified Para transit rider in your local area and wish to use Para transit while at the Woodland Hills Hilton Hotel.
The Para transit group in the Los Angeles Area is called Access Services.
You can call (1800) 827-0829 and press option 1, Monday through Friday, 8 AM to 5 PM.
You will then let them know that you have Para transit in your local city, and that you are requesting visitor status. They will give you all of the information along with a fax number to have your local Para transit provider send your current eligibility status.
Make sure that you check a day or so later (business days only) at the same number in order to be certain that your information was received and put into the system.
You will then be given instructions on how to use the service as a visitor.
The current fares are $2.75 per trip up to 19.9 miles, and $3.50 per trip from 20 miles and beyond.
At LAX, there is a blue Access sign outside each terminal. At the Burbank Airport, you must go out by the Taxi Stand.

Electricity Cost Increases

Most Californians will soon see a change in the way they are billed for electricity. The center for accessible technology wants to hear from you about what this will mean.

Over the next few years, the major utilities in California, PG & E, SCE and SDG&E, will be switching most customers from the tiered structure to a "time of use" or TOU rate structure, where rates for electricity are higher during the time of day where there is the most demand on the electric grid (likely to be late afternoon and through the evening) and lower during other times of day.

Do you want to find out more about these changes? And what can you do?
The Center for Accessible Technology is conducting short (20 minute) telephone interviews about household electricity use. We can also provide information on how to "opt out" of the TOU change if you prefer.
By providing your story about your electricity usage and how any change in rate structure may affect your quality of life, you will help us submit important information to the California Public Utilities Commission, which is considering whether to exempt groups of customers from the change.

If you are interested in being interviewed, please email Kate Woodford at kwoodford@cforat.org, or call 510-841-3224 x 2017 to schedule a telephone interview. Evening and weekend interviews are available.
If you prefer to take an online survey, the link is https://www.surveymonkey.com/r/RKHN793

Conference Call From The CCB HVI Committee: Presentation By Kathy Lions

We are starting a series exploring some vision and hearing conditions that may result in dual sensory loss.

Kathy Lions will start off by sharing her rare conditions called Ornithine Amino Transferase (OAT) deficiency and the eye condition called gyrate atrophy of the choroid and retina. The symptoms are like those of retinitis pigmentosa.

As we learn about these and the conditions we will learn about in our future resource calls, it will help us to understand how we are unique, and in some ways, not so different in accommodation needs to lead our full lives.

Time permitting; Tom Brennan will repeat a bit about the outer and inner ear as the recording may not have been available or clear for that presentation.

Join CCB's Hearing and Vision Impaired Committee:
Date: Sunday, March 19, 2017; time: 5 PM pacific/ 8 PM Eastern;
Phone # (712) 432-3447 ID: 309464.

We encourage you to sign up for our email list where we post resources we have discussed and where you can share your resources and experiences.

Date: Sunday, March 19, 2017; time: 5 PM pacific/ 8 PM Eastern;
Phone # (712) 432-3447 ID: 309464.

We encourage you to sign up for our email list where we post resources we have discussed and where you can share your resources and experiences.

CCB Board Of Directors Elections

At the 2017 Convention in April CCB will be electing a 2nd vice president, secretary, and five members to its board of directors.

We would like to provide perspective candidates an opportunity to give you some information on their qualifications for, and ideas about serving on, the CCB board. To accomplish this, we will again have a candidates page on our website. For those who cannot access information through our website or are not comfortable doing so, statements will be placed in the special announcements box. It is our goal to have this webpage up by March 10.

If you are a potential candidate, we would invite you to answer the four questions indicated below, with the answer to each question to be not more than 300 words, with the count to be determined by the word-count feature in MS Word on a PC. Entries for each answer will terminate at the end of the sentence containing the 300th word and there will be no editing, spell checks or grammar checks done.

The deadline for submission of your statements is March 1, 2017.
Submit them to the office in electronic format as a .txt, .rtf, or MS Word file.
Email them to jennifer.caldeira@ccbnet.org.

There is no requirement that a candidate submit answers to these questions.

The four questions are as follows:

  1. What office are you seeking, and what are your qualifications?

  2. What contributions have you made to CCB in the last year?

  3. How do you propose to support CCB during your term of office as we move ahead with our CEO Paul Shane?

  4. Because the primary mission of CCB is to advocate for persons who are blind or have low vision, discuss three issue areas you believe require our advocacy efforts.

From The CEO

I wanted to take a minute to let you all know that the Tommy T's Comedy Benefit was very successful and mutually supported by both the CCB Membership and the greater Sacramento community.

I want to thank our devoted board members who traveled from outlying areas and braved late trains, hurricane like weather and Trump protests to support the event. I also wanted to send a special "shout out" to all of the folks at the Sacramento Chapter who supported the event, we could not have done it without you. And, one final thanks to all of those voices across California who encouraged others to attend. I truly appreciated your efforts.

ACB Legislative Seminar

From President Judy Wilkinson:
Advocacy is the primary mission of CCB and February's ACB Legislative Seminar offers a tremendous opportunity to advocate with our state's Congressional delegation on issues of concern to persons who are blind or have low vision.

The Legislative Seminar will occur on Monday February 27, during which attendees will learn about the issues on which we will be advocating on Capitol Hill the following day. Attendees are also welcome to participate in the ACB President's meeting held on Sunday February 26.

Unfortunately, CCB does not have funding necessary to send individuals to the seminar. We urge CCB chapters and affiliates who can afford to do so to send representatives to the ACB Legislative Seminar or even to donate funds to CCB specifically for this purpose.

I, along with Jeff Thom CCB's chair of Governmental Affairs, will head our delegation and we will prepare beginning in early January for our trip to Capitol Hill. Attendees will need to fly in no later than February 26 and likely not leave until Wednesday March 1 in order to ensure a full day on the Hill.

If your chapter can send an individual to the seminar or can provide a donation for this purpose, please let Jeff Thom know either by e-mail at jeff.thom@ccbnet.org or by phone at (916)995-3967.
Also, please contact him if you cannot afford the full cost of attendance, but would like to be considered as a possible attendee, funds permitting, or if you would like additional information.
